What is "one cat shy of crazy" supposed to mean!?

Well, One cat Shy of Crazy, is kind of like my catchphrase. So everyone has seen, heard of, or talked aboout that one lady on your street that has like 20 cats, even if its not that many she just has way too many cats, and you probibly call her something like "the crazy cat lady". So thats where it came from, I know what your probibly thanking, "gasp!, so she has nighteen cats?!".
